There are a lot of "loopholes" that many Bosmer use. Using imported wood is one of them, and it is a generally accepted one. The Green Pact is about protecting Valenwood, not every plant life ever.
Other loopholes are not as widely accepted. Like hiring someone to cut a Valenwood plant for you. Some Bosmer might be fine with it, while others are not. There are Bosmer npcs that will voice their displeasure with the practice, saying it is the same as cutting the plants themselves and therefore the offenders should be sent to the Ooze all the same. There is a quest in the Reaper's March about that, where a village of Bosmer hires an Altmer mage to remove some trees.
On the quest you are talking about, a Bosmer paid a Khajiit to cut a plant, so that her husband could make a concoction that would cure her illness. The thing about this quest is, whoever you offer to the plant will be eaten. Because the Green wasn't demanding actual justice, it was demanding a life. The problem here was that a special plant was cut, the circumstances and who really was at fault didn't matter.

I don't think any of them really deserved it. After all, the woman would die of her illness without that plant and she used a loophole that other Bosmer use with no problem. But she was indeed the only one out of the three who had the whole picture, and she manipulated the others to get the cure to her illness. But regardless of that, if you offer the Khajiit or the Alchemist to the plant, the plant will eat them all the same. That makes me think that any person would do, regardless of connection to the cutting of the plant or not.
