As someone who sometimes experience hate-mail on weekly sometimes daily basis simply because I play PvP A LOT I definitely feel you on this "hate" subject in general. PvP can be a very toxic environment.
I also see a lot of ignorance in Zone Chat and hear a lot in Group/Area Voice Chat with either racist or homophobic slurs using either the N's and F words. People who do talk this way should get a 72h Temporary ban right away. If person use these words again, in any form of Chat system they should be permantly banned from the game. Hate speech should not be allowed ingame and there should be consequences.
Zenimax should also let users be able to attach screenshots in game when they send in a ticket (speaking from a console perspective).
I am absolutely sick and tired of ignorant players in this game and the amount of childish players there are.
It's a GAME at the end of the day.
Apparently people don't know they can mute other players.
I would of muted said person long before I felt the need to make this post.
There is no need to implement this as you can simply mute this person. Unless of course you feel the need to correct or argue with said person.

Your right it is a game, why waste time implementing such measures when you can mute the people you don't want to hear from.
What I am trying to say is there is already features in the game to deal with this.

I personally consider myself to be a decent player having acquired achievements for cosmetics like skins close to the days after the content release while not being the most optimal / meta playstyle having done content. How? Obviously because it's probable for anyone.

I am constantly trying to encourage people to play and seeing others do the vice versa of this is crushing.
Solution:
If a player is reported for harassment multiple times from different players they should get temporary band for a week of ESO.
This does not surpass from player reports who are;The "up-to but not limited to" is to allow players to be reported more than X times before the effect, the effect should apply on the start of the new day, so the account ban duration can increase based on the amount of reports.
- Friends: If multiple reports on the same person comes from players who are friends, the reports become void, no exception is made.
- Guild Association: If multiple reports on the same person comes from members of the same guild, up-to but not limited to: 6 player reports are required.
- World Zones: If multiple reports on the same person comes from members of the same zone, up-to but not limited to: 8 player reports are required.
- Group Instances: If multiple reports on the same person comes from dungeon instances, up-to but not limited to: 4 player reports are required.
The different conditions listed above is to prevent players from being penalized by bias individuals.

You have an ignore function.
You have access to 5 guilds.
If you cant handle the internet, there is a real world you can quest in.
The system you want empowers the people you complain about. Foresight is a valuable skill.

Ignore does not mean it's okay and that the problem has resolved.
Terrible people have guilds too.
Terrible people are in my friends list.
If I can't handle the internet I would have been gone, but here I am trying to make an effort to push something because I actually care about the game and other people, trust me, if I was all for myself I would not be a computer forensic (yes cyber criminals can be much worse than the most harsh MMO players).
The proposal of my OP is that there should be a way for players to deal with others.
