I can't find the exit to Cyrodiil from the Covenant base
From Lambent passage, what seems to be the exit to Cyro is now the White-Gold Tower dungeon.

The exit to the left is now the tower? If you are in the base take that door to the left, just opposite of the door to the lambent passage.
