So do you not do dungeons or world bosses or anything? It gets way more strobe light, rave fest in PvE than it does for dueling. If you are prone to epileptic seizures, you shouldn't be playing this game.
Maybe ZOS just didn't have time to put invisible bubbles around all the no-go dueling areas and opted to just get it out there first and refine it later. If they had said as much it wouldn't be an issue.
A lot of the needed scripting for this is actually really simple and could be automated.
Really, just something like:if (IsPlayerIndoors() == false OR IdPlayerAtBar() == true) AND GetPlayerDistanceToCraftingStation > 30 yards then Allow Dueling end
...even that simple check would improve things a lot.

There is absolutely no need to duel in these places, other than to bother people. You don't get dueling loot, so there is no need to be near a bank or crafting station to "save time." There is nothing special about being near that station as a spectator. The only thing dueling here accomplishes is it is the best place to have "LOOK AT ME" combat.

I rarely use those services so I'm quiet content with the Banker NPC.
Also, how many times do you honestly need to use the Guild Trader and Bank to sort out your inventory, especially now that so many sets are BoP?

I run ESO on a potato, and aside from a confirmed bug from ZoS staff, I've not had ONE issue. Not one. So I really don't believe that whole 'hardware related crashing' thing. I also know people with subpar internet and they're also barely affected. We get more grief from people stealing our kills than duelists in cities. If you're running anything less than bare minimum, yeah. I can see you getting lag. But don't blame that on the duelists. Blame that on your hardware.
I'm sick of it too. I recently dropped money on a three month subscription for my partner and I, before One Tamriel arrived and ruined so much. If this isn't fixed by the time that's up, I doubt I'll stick around. I just can't handle it. I'm autistic and I like having the cities as a safe zone, seeing flashing lights and people jumping around everywhere is just obnoxious. Not only that, but it'll be a great way to ruin every RP event. All a troll has to do is go to teso-rp.com, check the calendar, and then troll every event with duelling. Why would they even do this?
And the thing is is that I don't even think all PvPers are like this. I think that an amount of them would have the good sense and common decency to take it out of a city. Unfortunately, you have obnoxious people acting like sociopaths who don't care what they're disrupting. Why enable sociopathy? The reasonable PvPers won't have a problem with removing duelling from cities, only the sociopaths who actually enjoy disrupting people will.
Today, just to test, I disabled my auto-decline to see how many duels I could get in a minute whilst crafting in Vulkhel Guard. 9. Despite the fact that I was clearly crafting, I had nine duel requests. That's not a pretty picture. And that just shows that duellers are interested in griefing and trolling people with this. It's going to ruin the game for anyone who enjoys immersion and/or roleplaying. And why is it that attacking/killing an NPC is a crime, stealing from an NPC is a crime, but engaging in a bloodsport which puts everyone around the duellers in danger isn't? This isn't the Wild West. It's civilisation. The guards should care about that.
The thing is is we could have duellers teleported to an instanced arena where they could be watched by NPC onlookers who'd cheer for them. But the obnoxious ones (the ones who duel in cities in the first place) don't want that. To them, duelling in cities is just a brand new, shiny way to troll and grief. It's already become tiresome and I'm feeling fed up of ESO.
This was a really bad decision, ZOS. Bad for people like myself, bad for roleplayers, bad for people who like immersion, and bad for people who don't want to be griefed/trolled. It's bad for everyone except for a very tiny minority of incredibly toxic people who get sociopathic enjoyment out of disrupting the gameplay of others. If enabling that kind of behaviour is what ESO is about, now, then ESO isn't a game I want to play. I can't be proud of a game that enables sociopathy.
