I think that something like this would do the thing:
When you aim enemy player or no...it requires to much from us ummm... When somebody looks at us he takes 10k poison dmg per second. No cooldown.
And other set for magica users so they wont stay behind:
Your enemy takes 0,5k magical dmg each second for 10s when you hit him with direct critical dmg between 1,8 and 2k and it is midnight (in game time). 1 minute and 6,6s cool down.

That seriously has to be how it was done.
Wrobel did say that they wanted to make it so players weren't just stacking a single stat any more. It's possible this a (walking on legos painful) step in the process to get to that goal.
