But it's highly unlikely the law simply says foreign companies can (or cannot) run contests there. There will be very specific conditions for what is now allowed, and what must be done under a license.
For example most of Canada is included in this contest, but if a Canadian wins they have to answer a math's question because Canadian law says you cannot run a contest where winning requires no skill or participation beyond entering without a license. Other examples I've heard before include requiring a license if the prize is over a certain value, or they say at least one person from their country must win, or the company running the contest must either have an office in the country or an in-country partner running it on their behalf.
I'm not familiar with either New Zealand or Australian law so I don't know what the issue would be, but you could probably find out if you wanted to.
It's almost certainly possible for an American company to run a contest you can enter, but either it can't follow this exact format and the changes they need to make are more complicated than ZOS were willing to deal with, or it may have required applying for a license or paying a fee or something else they didn't think was worth doing (especially since you yourself said there's not many New Zealanders playing).

The problem here is that British competition laws are exactly the same as in Australia and NZ. There is no reason not to include us southerners.
