Ignore Function impaired

Been exchanging a few words with support. Next step is bug report.
Rolled a tank and have been extremely active in the Random LFG finder. I have an Addon that tells me all sorts of info on players in chat. If they are friends, if they are guild mates and... if you have them on ignore.
Twice this last week i have joined randoms with ignored players. When in the same group, you can see their chat, and they can see yours. You can communicate with each other.
Many of the players i have ignored are abusive and show ill mannerisms. Without your ignore function operating properly I feel unsafe and have again been put under stress in both of these encounters.
To verify my addon has not been in error, i had checked both times in my ignore roster and have found them listed. Checking further, they were not in any guilds i was in either.
Id prefer it if they were not able to join a random with you at all. But breaking that safety communication barrier is unacceptable and must be fixed as soon as possible.

AbbieGoth✭✭I can confirm this, I've had it happen to me as well. After being harassed in zone chat one day, I blocked a player and not even 2 days later I ended up in a group with them via Group Finder. I felt anxious throughout literally the whole dungeon and left as soon as we were done - my only saving grace was the fact that I was on a different toon and thus the harasser didn't recognize me.
If I may make a suggestion for the devs/coders, what if there was a scanning function in the GF? As far as I can tell, you're thrown into a group as soon as it pulls together 4 people with all 3 roles. What if it could be programmed so that once the GF finds a group, it does a quick scan to ensure none of the players are in your Ignore list? And if any of them are, it just throws you back into the queue. Sure, the wait could possibly be a little longer, but it would ensure that the Ignore function is... @ZOS_GinaBruno I imagine your team will attend to this eventually, but all said... It would be best if individuals were not able to join random LFG with each other if they are on ignore. I dont even want to see them in my party let alone have a glitch that allows them to communicate with me again.

ZombieZig✭✭✭Just happened again. Disheartening. My addon initiates my investigation further. I see the Ignored as a status next to their names because of it. I check my ignore list first, they are on it. I then check my guilds for the name in roster and find nothing. This time it was not a negative encounter, but I have had a few already~ as previously discussed above.1

I wonder if this is really the intended functionality of the ignore feature. Using it as a means to weed out weak or inexperienced players to make your dungeon finder more effective. Granted you only have a list of 100 players to put on ignore so that keeps it in check but what if the list were longer? You could effectively use it as a group finder filter. Good or bad? That's up to you, but I can't imagine ZoS intends for ignore to have this purpose.2 -

Lol, no way that's intended. Gina already agreed, pretty clear that it's not intended.

ZombieZig✭✭✭@ZOS_GinaBruno , I had your attention some time ago and said that you would look into this. I thought id follow up on the issue that is a "broken Ignored Function".
Again and time after time I encounter this issue. But only because i pay attention~ I imagine this goes on a MASS scale.
This is a screenshot. Rest assured this person is not in any of my guilds as i have asked others to check in addition.
Please Fix this. This is a basic game function offered by pretty much any online title available.
