So in Australia we are receiving Ads to sign up for US mega lotteries but we can not participate once again in your competitions? Is there a difference between the US lotteries and your competitions legally?

    If you read the fine print in the sign up form, you will see that any exclusion ofof various countries and/or states is due to the local laws in those placing prohibiting lottery activities of those types to take place.

    So, short answer, yes.

    That's true of pretty much all contests/lotteries/sweepstakes with prizes above a certain $ value. You always have to answer a "skill testing question" to claim your prize. If you don't, then it's considered to be gambling on par with the kind you'd do in a casino, so it would be strictly regulated in terms of who was allowed to hold a contest.

    Outside of Quebec anyway. Quebec has different rules around contests than the rest of the country, and because of that almost all contests exclude residents of Quebec. I don't know if their rules also include a "skill testing question" or not.

    lol that's probably true... Except you only have to answer the question to claim a prize above a certain $ amount, so theoretically you'd open all of the crates you want, but then when you get that one crate with an apex reward you'd need to answer a skill testing question in order for it to actually show up under your collections.

    Yes. US lotteries are government owned, so the rules that they're subject to are written by the government itself. Pretty funny when you get your winnings taxed, so the government takes back a lot of money that you won.

    The competition ZOS is running is probably outsourced, much like the $1 million giveaway. That means that not only does the contest have to abide by rules from N number of countries to be elligible, but it also is subject to the rules of the company that handles the actual prize and stuff like that.

    In the US states, the state can write lottery rules that don't violate its own laws, or it can modify its own laws to accompany the rules (and lotteries bring in a lot of money into the states, so it's worth the headache of the legislature)

    Meanwhile, the company that runs the vacation giveaway can't possibly have rules that are valid in all countries when the countries have conflicting laws regarding this stuff. So, the company has to make residents/citizens of certain countries/states unable to participate.

    The difference between public and private sectors can get big.

    It is your country, you should be able to look up the laws for the country you live in.

    You think they don't want as many people as possible to participate in the event?
    Do you know why they try to make the prizes appealing to a broad range of people? To get as many people as possible to participate.

    I promise they are not trying to exclude anyone.

    Ok ok but then, SINCE THE GAME IS ALMOST WORDWIDE, why they don't make a giveaway that can be done for all the countries the game is sold?
    I believe the answer is simple, they don't need that this advertising reachs some countries like italy... Maybe they think that the people in italy, that will buy the game for the giveaway are so low, that is not worth the work to enter in the country laws.

    Because American YouTubers usually don't know - and often don't follow - applicable laws.

    Here are the complications with Italy:

    Unless a promotion falls under one of exceptions provided by the DPR, it is not possible to run
    multi-jurisdictional promotions, they need to be addressed only to people located in Italy and
    any activity, including the server, used for the promotion must be located in Italy.

    Organisers must post a guarantee equal to 100% of the value of prizes offered.

    Organisers cannot deduct VAT on the prizes of promotions and shall pay a tax equal to 25% of
    the value of the prizes awarded.

    In the event of late delivery of the documentation to the Ministry of Economic Development
    promoters are subject to fines of between €2.065,83 up to €10.329,14. In case of performance of
    promotions according to a mechanic different from the one outlined in the Ts&Cs or notified
    to the Ministry of the Economic Development fines of between €1,032.91 and €5,164.57 are
    applicable.

    In the event of promotions contravening the requirements stated above, fines of between
    €50,000.00 up to €500,000.00 are applicable.

    Seriously? I'm not going to be able to give you a reason that YOUR country won't allow you to be offered this contest. I'm not an international trade lawyer. Call your government official.

    What ALL Europe? Only the biggest countries & Swiss can. That's hardly "all Europe".
