Cyrodiil - no more unidentified weapons/armour - is that changed and why?

I used to buy Unidentified weapons in Cyrodiil armor shop. I'd always get the weapon of my level with a possibility to receive strong blue-grade weapons. And oh, what's the most important, I could pick the weapon of my choice - e.g. unidentified bow, unidentified dagger etc. The cost was 3200ap.

Today I went to the same shop only to find out regular, white-grade, base-leveled weapons (e.g. if you're lev 48, the weapons you can buy are either lev 40 OR lev 50cp10). That's nonsense. Nobody needs that kind of weapons in Cyrodiil.

I then went to the elite-armor/weapon merchant only to find out that she sells unidentified hew's bane weapons for 20k! Not only is expensive (but at least guaranteed to be blue-grade), but you don't know what weapon you get. So as an archer I can end up having two-handed weapons, a mace, destro staff or such). Again a waste of AP points.

Why was this changed at all? Having a RNG of unidentified weapons of your choice and your level was a very good solution.

I think it's because for a long time now PvPers were able to sit back and laugh at the PvEers who always complained about RNGesus and the crappy traits they got on stuff...well now RNGesus is making his mark in Cyrodiil...let it come to pass

Steve, that's not the case. It's not a RNG problem at all. But the lack of specific unidentified weapons that you can buy with higher grades.

Before the patch you could enter the armory shop and buy specific unidentified gear (bows, daggers, staves etc.) of your level with a green-grade being minimum while RNG could give you enchanted or even blue grade, part of the set gear. Now it's basically useless, with most basic underleveled gear.

I wonder if this is intended and what's the logic behind this? @ZOS_GinaBruno

Upgrading gear is so cheap to Green / Blue. Purely from deconning gear to leval my crafts to L50 I have 3-400 of each Green Mat and several hundred blue at any one time and with the passives it only takes 2 Greens to upgrade and 3 Blues its mega cheap to do yourself?

And are you talking nonset items? I never really understood why people bought nonset Merchant items when Sets are so much better. OR are these RNG on which set you get?

It's not the case whether I or others can craft something, but why changing the gear that could find its use to something that is totally rubbish? And yes, RNG used to give you Set items with good traits and enhancements for the same price.

If you compare it to what it is now - base level, white grade items, without any traits or enchantments. Completely useless - even more so, as you say, if you can craft anything of any value.

So my question remains - why was this changed? I didn't find it in Natch Potes either. Before at least you had an opportunity to choose your preferred weapon of your level with a RNG chance to get a blue Set item...
