Alliance Indicators not working outside Cyrodiil

In test center the alliance indicators worked over people's heads in one Tamriel but now I am not seeing them and I do have them turned on . Is this intentional or a bug ? I don't know if they made a change from the last time I was in test center to launch . I liked the option so I could see who was what alliance easier . Anyway this can be put back in to work in towns and PvE areas again or fixed if a bug ?

✭Don't the PvP rank symbols have the alliance colour? Or is this an add-on I have?
Probably ZOS thought those big indicators were unnecessary and immersion breaking.

It's a toggle option so those that want to RolePlay can just turn it off . I use it to see where players are and I recognize people's character names by thier faction . It's just a tool to me to recognize friends in different factions outside Cyrodiil . In Cyrodiil I use it to identify targets and to see how many people in my own faction are around me .
The toggle does not effect RolePlay at all as it can just be turned off .0 -
Acharnor✭✭✭✭So - I have alliance indicators appearing over some peoples heads and not others outside of Cyrodil. I would like them to all go away and not sure what settings I should be changing. Anyone know??

Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
