Phase locked areas still phase locked?

Looks like certain phased areas of completed quests are still phase locked between party members.

I had hoped this patch would allow higher level players who had previously completed certain quests to re-join their lower level friends in assisting them with the phased content. This does not seem to be the case. The AD quest town of Arenthia in Reaper's March is still fully phased between myself who completed that area and my girlfriend who is still questing there.

Wasn't One Tamriel supposed to promote anyone playing together at anytime?

    Yes, but there has to be some immersion.

    Arenthia is a city in northern Reaper's March. The city has been seized by Colovian invaders, led by General Lavinia.

    If you have driven the Colovians out of the city, it would make no sense if they returned later for you to play through the content again.

    This is what makes One Tamriel useless for my characters that finished everything. There should be a way to set the phase to the group leader. This is one of the biggest stumbling blocks for getting my friends into or back into the game.

    If you have driven the Colovians out of the city, it would make no sense if they returned later for you to play through the content again.

    At the same time it makes no sense for 2 people to be together 1 minute and the next they are not. Or for 1 person to see a destroyed town with the person next to them seeing a fully restored one.

    This was after all their intent when they changed the entire game. Seems like another thing that was just half way completed.

    Whoever is the leader of the group or whoever has the least amount competed on whatever quest is whose should take precedence.

    Edit: also I think functionality should come first and immersion somewhere after. I think many people on the forums don't understand that a lot of people just like to play the game with friends and I think alot of people in the game feel this way.

    I know personally when I tried to get a couple of my friends to come back this was one of the things that made them quit again. I am not saying it was the sole reason they stopped again but it was definitely one of the top reasons.

    I'm all for immersion, but when my girlfriend's character just vanishes and we're both stuck standing there going.. where are you? It kind of throws off the game alot more than me running back into an re-occupied city I'd previously liberated.
