maps always did that. have for long while at least.

The CE maps didn't. They scaled to zone, not player.

DLC and Cyrodiil maps might have scaled. I can't remember exactly, but I must have pulled such a map out of a thieve's trove on a low level character that I opened on a max level at some point.

    I misspoke.
    map scaled to zone.
but zone scale varied by character so... get map in bronze zone and give it to character for whom that zone is a gold and... de facto scaled maps.

The maps used to scale to the zone level appropriate for the alliance of the character. Yeah, complicated...

Now, I bet it's just the character level.

    Very different.

I'm guessing this is an unforeseen consequence with One Tamriel zone scaling and it will be addressed in a future update. I've never liked maps. I would much rather prefer seeing them give us a crate of crafting supplies when we turn in our writs, seems like that would solve a lot of these kinds of problems.

Fwiw for my ten auridon alchemy writs i just sent one of my tier-1s to collect and it was fine.

If i had tier-1 equips, might be diff story.

OK last night I tested the treasure maps.

Old maps I got in Glenumbra with my lowbie gave me CP 160 gear when my main dug them up, who is level 50 CP 564 or so. Each had a set item.

    Nice!

But beware, all got was training gear for set items in Bleak Rock. At CP160 it's rather ironic. ;)
