i really don't understand this. so people that never played ESO and don't even have an account are able to participate in all contests, but others, like me, that paid the game, paid extra contents and played it almost daily for more than two years are never able to join those contests. this is insanely wrong.

    It's an issue of your states and country's laws that make you ineligible. Most times it has to deal with large prize packages need to be bonded when they are over a certain amount.

    That being said though, @ZOS_GinaBruno or @ZOS_JessicaFolsom I thought there were supposed to be more little contests that were available for more of us to enter. What happened with that?

    In a bizarre twist of fate, legal restrictions on international gambling/sweepstakes/etc. have not changed since the last contest! But I'm sure we will once again get a nice run of comments about how ZOS should essentially ignore international law in the interest of fairness.

    I was going to post something along those lines.

    OP, email your representative (for your country legislature) with a link to the contest and ask them to explain exactly why this would not be allowed in your country.

    Nothing is going to change if you don't do something about it, and you'll just be more frustrated the next time a contest comes around.

    Canadians are eligible as long as you're not from Quebec...

    But contests like these are always limited based on countries because different countries have different laws and regulations about how contests have to be done. Typically a company will adhere to the rules of their home country and then make it open to residents of other countries where their legal team knows the rules are effectively the same. Other countries are excluded, because it's impossible to build a contest that will satisfy all of the laws and regulations of every country, and it's not feasible to try to research the relevant laws for all countries to try to make it satisfy as many as possible.

    As other people have said it's because making a contest which is legal everywhere in the world is impossible, what's allowed varies too much between places.

    This will be the reason for some of the seemingly random exclusions too, like not allowing residents of Florida, New York and Rhode Island to enter. Those states will have something in their laws that prohibits it.

    (It's also why Canadians have to answer a maths question if they win - I forget the exact details but Canadian law doesn't allow contests where the winner is picked randomly and participants can't do anything to affect their chances.)

    that's still weird. I live in Portugal and I already participate in international contests, including American contests. a few years ago I won one from a magazine and I didn't have any problem receiving the prize.

    I don't know any rule in Portugal that prevents us to receive an international prize.

    Yes, there's always a "skill testing question" required to win anything. I looked into it once to try to figure out why we have to do that, and I don't remember the details, but it has to do with whether something is classified as gambling (and thus severely restricted in terms of who is allowed to run it, etc), or whether it's considered a competition. Something like that anyway. The question is usually a really simple math one that anyone with an elementary school education should be able to answer.

    But then was sad as I realised after I entered that in the highly unlikely instance of me winning, I have no-one I would want to go with.

    So its good that this game is always rubbish with rng as far as I am concerned as won't have to realise what a billy-no-mates I am.

    It's such a wonderful way of getting around the law but in a way that seems nominally educational / academic. Not just any old question but a maths question. Impressed.

    Reminds me of how we used to get round licensing laws when having free parties. You bought a lollipop and got a free can of lager / cider with your purchase.....devious but not government sanctioned!

    Trying to think of area's similar in this country. Nelson region comes to mind (top of the South Island). Possibly Bay of Islands in the Top part of the North Island.
