Although, maybe we could have an alliance-only zone chat channel, like we have language-specific zone chat channels. Want to talk to your alliance only, use /zonealliance. Want to reach a bigger number of people by talking to everybody, just /zone.Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

That's trifling, when you consider that consoles will have cross faction *voice*.
Your 'toxic' has built in thresholds that filter out the most spurious of comments. People have to type things in and then have a chance to abort mission before they hit enter.
You have your 'shouting' matches and be able to have Beethoven playing softly in the background while tapping the keyboard with caps lock. We will be having actual shouting matches where a neighbor could hear frightening threats of a duel through an open window.
