Why is it that Dark Anchors sometimes drop a chest on the end and sometimes they do not?

The title says my question:

Why is that sometimes after finishing the dark anchor it drops a chest and sometimes it does not? What is the mechanics behind it? And how will it be in One Tamriel?

Prior to One Tamriel it was based on your level - if you outleveled it by 5 or more, you got zilch.

I expect that this is no longer the case in 1T, given the uniformed CP160 scaling.

Just to be clear, we are talking about pre one Tamriel mechanics here?

Possible reasons:
- You where over leveled, ( should no longer be an issue.)
- You arrived late or didn't tag enough for participation credit.
- You left the dolmen area for some reason, and your participation reset to zero before you made it back.

This always seemed a bit patchy; more than once I've arrived just in time for the final mob and maybe got in one or two hits before the final pinion was destroyed (or even just fired off a few healing blasts as I approached) and still got a chest for my troubles. (I wish that you'd get better loot for soloing them.

)
