Ice Furnace - Some cooldown ?

Does this set have some internal cooldown?
It says 50% but as far as I can see it rarely does.
Spamming Pulsar and Frost Blockade on groups of 10+ should proc more often definitely.

btw btw, PTS-players?
Can u say if Weapon Damage is converted to Spell Damage there?

I'm just wondering why it has weapon dmg and not spell dmg... with that weapon dmg its just making the set useless.

I think thats a remain from the very early times of ESO when there was no difference between spell and weapon damage.
I'd like to know if this issue was addressed in One Tamriel, any PTS-players here who could make a statement?

If they change it to Spell Dmg, ice sorcs might have a chance in this game. I can just imagine Frost Wall of Blockade in PvP against zergs.

Oh rly? No proccing from Over time?
That's pretty much the most important part in playing an Ice Mage.
Using the Ice Blockade and the Ice Grip skills for immobilization and Pulsar for masses.

I've played Ice for long times already but it definitely lacks punch when being compared to other elements.
Especially since Ice does not exist in a class, you have to use Destruction Staves to get them.
Fire has lots of benefits (especially with DK) and Lightning has some too (especially with Sorcerer).
