No. Every time I cap a keep it boots me to home screen before the ap tick. I can still crit rush people and land in a loading screen. No Cyro is still crap.

Dude, Cyrodiil is 100% cheeks in regards to performance. It still feels horrible, and the lag and inconsistency of skills reliabily working still exists to this very day. As @DRXHarbinger mentioned, gap-closers are STILL broken. Bruh, it's October of 2016. Meanwhile you can still gap-close into a loading screen, and or across the map? WTF? It's ridiculous. And if you're curious about that, I have videos on top of videos of me gap-closing into some bs. In fact, last week or the week before that I uploaded a thread and video of me gap-closing from Faregyl to Aleswell. I still don't even understand how I managed to do that. ESO is going down the drain, and at an alarming rate. Or as @Rohamad_Ali loves to put it, "ESO is vomiting its guts out regularly."

You're silly. ESO is not in Maintenance Mode nor are they down sizing. They are actually hiring lots more people. There are going to be many great things coming to ESO and people that posts things like this are just misinformed and uneducated on the facts of where we stand with ESO.
These maintenance's we are experiencing are required for growth and development, not downsizing.
