Basically everyone (and all the enemies) are scaled up to CP160 everywhere.
So the advantage over the way GW2 does it is you can play with anyone anywhere. I took a brand new character solo to the level 50 zones and was able to survive. Also no issues with down-leveled players being stronger than players at the right level.
It is a bit weird, at least at first, but in terms of being able to play with your friends it's a big improvement over what we've got now.

It also means you can do the DLCs at any stage without having to wait until you're level 50 for fear of out-leveling the rest of the base game content when you return to it. No matter what you do, or when you do it, you will always be on level.
