As to the maintenance, I assume that One Tamriel "merging" the three alliances in PvE zones implies some stuff being wired differently. I'm not techie in those things though :-)
Or instead of basing an assumption on your glass being half-empty, you could regard it as half-full and assume that the initial maintenance is either the routine stuff they do most weeks to ensure that the servers are in good shape for the major update on Wednesday (something many developers do before adding a major update), or top up the glass a bit more and assume that they're anticipating additional players after One Tamriel launches and are therefore using Monday's maintenance to switch in additional hardware - up-sizing as opposed to down-sizing.
The short answer is that we don't know!
