You can now do pledges at any level, even before 45. Tested that myself.
I already have a level 18 Divines Velidreth Helm. I plan on getting more crazy drops like that.

✭Itemization Changes
In order to support One Tamriel which allows you to go anywhere, we needed to make several significant changes to itemization and item sets. In general, each zone and dungeon in the game will now drop 3 sets – one for light, medium, and heavy armor – and all set drops in the game will scale up to CP160.
Item Sets will now drop for every item slot.
This excludes the Agility, Endurance, and Willpower jewelry sets.
Sets that grant a bonus to melee damage will now drop more intelligently (i.e. a set with melee damage will no longer drop with a bow or stave).
Helms and shoulders can now drop at all levels.
Sounds pretty clear to me that they wanted these Monster Sets to drop at all levels. Not sure why they would contradict themselves. Probably Gina just adding commentary and did not realize what she was saying in your above quote.Edited by Mic1007 on September 29, 2016 3:56PM@Mic1007

If they do still drop rarely in Normal like they do now, then it'll make the new Pledges make more sense. On the PTS, pledges can be done at any level, and you get a shoulder from each key, at your level.

We know the new dungeons do. But not icp and wgt.

✭✭✭Currently:- Kena and Warden helms only drop in vWGT and vICP.
- Velidreth and Chudan helms drop in both normal and vet CoS and RoM.
After One Tamriel:- Helms will only drop in the vet versions of ALL DUNGEONS.
