Some may vote no because they don't think it appropriate, others might vote no because they don't want scarce development resources spent on something they have no interest in.
If asked the question "Do you want to see [something] in the game - Yes or No?", there are plenty of legitimate reasons why some people would answer "No".

I don't think he would have asked this if it was a majority of people that chose "Yes" to having it commenting. Perhaps you could articulate a reason as to why you voted no? Conversing and discussing politely is how we advance knowledge.
i dont want to see werebears until i see were-lizards? (argonians) or werecats (khajiit.)
Give support to the PC man-animal races getting their own were form before you go looking for werecubs.

And as for better things, this is a resin of a currently existing design. Basically, the combat team responsible for changes to abilities and the QA team dedicated to fixing bugs are both seperate entities, as is a third entity that drafts artistic design. So "better things to focus on" might mean that you want more crown outfits, and that's totally fine.

Different types of lycanthropes are 100% lore-friendly, so you won't find any opposition from that side. The only lore-breaking implementation I can imagine would be if ZOS gave us race-exclusive strains, as some people suggest (catcat and lizardlizard fans, usually). Suggestions for new things to be added are usually supported by about 50% of people on forums, and the other 50 that always object almost always cite lore in one way or another.
I think zos has shown they are willing to add, change, or take away to the lore if it bring more people to the game, so if werebears will bring more people then ya let's have them.

If you want to focus on retaining human/mer/beastfolk traits in wolf form instead, you're going about it wrong.
My male Bosmer healer isn't "meaty and large" by any stretch of imagination. One of my female Argonians has barely any breasts to speak of. Lyris Titanborn, even though she has a classical female figure, dwarfs pretty much every male she's ever met. Wolves in two generic shapes instead of just one aren't really going to make it much more realistic.
edit: It appears the forum wants to protect us from basic biology. Who knew the organs necessary for breast-feeding young pups could scar us for life?
