Unfortunately, PVE and PVP are very different environments, so it is not possible to have one build that is ideal for both. You will likely need to have different gear setups for both PVE and PVP to be effective. Vampire is one of those things as well that can be beneficial in PVP, and a crutch in PVE.

Sidenote on Race: Mag NB really excel when you can maximize your max magicka due to the Siphoning Passive that gives 8% max magicka. Dunmer and High Elf make the best magblades currently due to their max magic bonuses. On my Altmer I can hit around 44k Max mag. I have seen some builds that run Necropotence combined with Dark Shades and can get over 50k max magicka Even when min-maxed however, Mag NB is a difficult class to be competitive in PVE DPS.

I love Khajiit's, but they do not bring much to the table for a mag NB build for PVE. They do make the best PVE DPS for a stamblade. Not everyone is into min-maxing, and if you love your Khajiit magblade then by all means stick with it. But now that race change is available, Dunmer or Altmer would really fit the build well, or converting to Stamina would be a powerful option as well.

This is very good . You can swap fear for cloak too if you want to add more stealthed play . I would stay with shadow image as the teleport retreat has saved me more times then the duel shadows damage has helped win fights . Degenerative , entropy morph increases spell damage and gives the sorcery bonus . Might want to slot that or at least inner light to boost damage .

hmm, I was thinking about the Degeneration (Entrophy morph), I will swich Mass Hysteria for it, I am not willing to swich any other skill for that.

But what was the thing you wrote about cloak? I have Shadowy Disguise slotted in that build

That is fine . You can always swap out anything you like and try another skill in that build . Play with it and find what rotation works best for you . I don't always run cloak . If I group up , there is no need really , only when solo PvP . Sometimes then I do not not use it . But make it comfortable for you .

hmm, but that is true, that for group dungeons for example, I do not need to cloak, fear (mass hysteria) would work well too - good that it works for 3 enemies, so it is kind of AOE skill. But for PVP, even for group play, I love to be cloaky

For group dungeons I wouldn't even run fear. Would be counter-productive for the tank that's trying to group everything up. When enemies run away they run out of dots and stop taking damage.
