It wouldn't be lore-breaking to see a dragon in the game. Like, ONE dragon, or another extremely low number. For example, Paarthurnax is alive and his location is known in-universe.
What would be lore-breaking:
1 - Dragon mounts. Not only because there are not supposed to be a big number of dragons around, but also because of the very nature of dragons.
2 - Slaying dragons left and right. There simply isn't that many dragons up and about right now.
We are also not Dragonborn.
The Blades used to slay dragons by themselves, though.
Well if they ever make a DLC centered around joining The Blades then we can talk dragon slaying. In the meantime, not happening lol

Mirmulnir - Last sighted in the Reach in 2E 212.
Nahfahlaar - Repeated alliances with mortal protectors which have prevented his elimination. His last known protector was the King Casimir II of Wayrest, which the Dragonguard successfully ended in 2E 369. He escaped and current location is unknown.

I want dragons, lots dragons - dragons in the big cities, dragons in cyro, dragons hanging out by skyshards on the overland, I want one that'll live right by my house in rawl' kha...I don't want to have to go looking for a dragon - i want them to find me...little crafting, little bit of fishing, do some shopping, a duel or two, and, then off to fight the dragon...
