Why there's no impenetrable on dropped gear?

Hello comrades,
There is a lot of good sets out there that have a lot of pontential in PVP, but most of them don't have the impenetrable trait (a must have if you don't want to take 20k crits right on your face).
I heard somewhere that is because ZOS acknowledge that PVP'ers don't want to run pve content and didn't put the main pvp traits so they don't have to run it? Can someone confirm that?

Why not both? I want to stack so much crit resistance that their crits will hit lower than their light atacks. XD

Well ideally you would do both, but it's not completely necessary to wear 7 impen. In fact I'm pretty sure you can hit the cap without any impen.
