I shall double check which morph I have been experimenting with. The above reason could be what is appearing to make mobs easier to handle. The test character is a V160 Magicka Sorc, using destro on main bar and duel wield on the back bar. She never leaves home without her faithful Clannfear by her side. Everything in Old Orsinium was falling like 10-pins!

Prop shield has 2 benefits in PvE:
1- Extra range
2- 5-10% Extra magicka regen (through the passive magicka aid).

In solo play, I am the caster - it's not Clannfear. If it keeps us both alive, then it's good enough for me. Hunky dory in fact!
Sorry @johnbagnoli and @CasNation but your answers do not take me much further.
I am fairly certain it does something beneficial to play in PvE but I am not sure what! Perhaps it is a bug but so far CasNation, you are only speculating that it is. I would welcome an unequivocal answer, either way. If it is a bug, then the next part becomes irrelevant.
My point 2 was rather poorly phrased. The gist of what I wanted to know is how do 'siege weapons' translate into PvE (if the phenomenon is not in my imagination) because there are no such weapons in PvE? Is the shield's benefit only gained against NPCs that wield a weapon of some description (staffs included) or does it work against spells as well?

And as Autolycus mentioned, it is stackable. You can combine it with purge/guard to get another 10% extra regen.
Even reviving barrier is an option if you go with pets since anytime the shield expires, you get extra ulti and magicka

This is opening up a whole new world to me. One I have dared not enter much. There I am, picking up a pretty flower and the next moment I am dead! I am only rank 2 or 3 in PvP, so I will need to work on ascending a few ranks, to get those skills and passives.
