Random Stutter With Sound Distortion

So, after the Megaserver for NA went down and came back up, I signed on only to be met with a strange issue. While playing the game, or even just being at my character menu, the game will suddenly freeze for a split second, and distort the sound to where it sounds like a "buzzing" noise. I'm not sure if this is an issue with my PC, or some new glitch since they patched their own servers.

And just to be clear, I NEVER had this issue during the beta, or even from early access up until now. It only started tonight, after the NA Megaserver was brought back online. Is anyone else experiencing this issue, or is it just me? I've tried closing the application completely and restarting my PC, then even went as far as to have my Nvidia manager optimize the graphics to its own recommended settings for my graphics card...None of this fixed it. Any ideas?

    Two things you can do. @Nemistic

    Right click the desk top shortcut (providing you're on PC). Properties, compatibility. Tick the box saying 'disable display scaling on high DPI settings'. Great for helping with stuttering.

    Go into your documents folder. Elder scrolls online folder. Live and delete the user setting file. This one is for fixing the sound. Could also help with the stuttering.

    If you're on console. Cannot help.

    'disable display scaling on high DPI settings' didnt work
    i ve deleted user setting file then game gone back to normal after 30 mins same problem happened again..This thing came out of nowhere after last update so i ve no idea why its happenin any more idea what to do?

    Your best option is to upgrade to meet system requirements. Unsure why it took the last patch for this to happen. When my motherboard crapped out earlier in the year, I tried playing some of my games on an old pc. Talk about a nightmare, even though a few met the very minimum requirements.
    Games stuttered badly, lagged so to speak. It was like playing in super slow motion.

    Btw. When thieves guild was introduced, dx9 was dropped. You graphic card or on board graphics need to be dx11 or dx12.

    My fps drop and freezin at split seconds is not abt the low system specs cos i can play without fps drop most of the time over 50 fps its comin from time to time and not only in action scenes when there s even no player or action around its comin and when in huge action sometimes comin sometimes not source of the problem should be different i think when i delete system ini file game is reconstructing it and this problem is goin for a while then comin back again.

    R7 370 DX 12 Comp Card
    4 GHZ Ram
    Win 7 64bit

    Everything was fine a week ago this thing came out of nowhere and problem is not my low system spec.
