What does crystal frags scale from?

I know this is a newbie question , but I have a very powerful PvE Sorc build and havent figured this out. Please enlighten me!
PC: CP 1200+ DroDest, Bringer of light
PS4: CP 1500+ Dro Dest, SoTN, Bringer of light, CragHMs, EoF, IR, TTT
Xbox: CP 450 Fungal Grotto 1 HM

    Standard magicka scaling. 1 magicka to 10.45 spell damage, spell critical, and anything that increases magic damage.

    Yeah thats the correct ratio just backwards, 10.45 magic to 1 spell damage.
