Basically they give a skill line that basically ties with Sheogorath So when you do mages guild quests and dalies you can level up the Shivering Isles Skill line. This has a few abilties, Summon a Golden Saint/Seducer
Call apon four Scamps that do nothing but they aggro foes for a few seconds.
Wabbajack, You can call apon the wabbajack to do a random effect agianst a foe.
I would like to see this being added into the game! More Sheogorath please!

With regards to the skill line thing and the staff... the funny stuff that would come out of it would be kind of overshadowed byt the fact that the effects of the staff are not 100% beneficial , so it would mean that it can't be used as an actual combat weapon in pvp or pve , due to the random nature of the effects.
I can maybe see having it as a trophy that could be used on random NPCs for fun but that's about it and as for a skill line... i don't even know what that thing would look like. The skills that Sheogorath uses are kind of impossible to give to a player or stuff that is already in the game like the teleportation thing , or summoning mobs and stuff like that.
