For those of you starting out as a templar, who maybe who don't have gear that is best in slot for PVE, this is for you. I think it's still a solid build all around, it just lacks the synergies that other harder to come by dropped sets provide. I'm also including my PVP build since I made a video that featured both.
For those of you at work or those that do not have thirty minutes to hear me go into much more detail about the builds, here is the short version.
PVE
Gear:

Skills:

Inner Light, Elemental Drain, Blazing Spear, Repentance, Radiant Glory, Aggressive Horn

Inner Light, Ritual of Retribution, Combat Prayer, Breath of Life, Channeled Focus, Shooting Star
PVP (non-CP)
Gear:

Skills:

Puncturing Sweeps, Toppling Charge, Reflective Light, Dark Flare, Radiant Glory, Shooting Star

Elusive Mist, Ritual of Retribution, Blazing Spear, Breath of Life, Channeled Focus, Devouring Swarm
My mundus is Atronach because this is useful for PVP and it's not terrible for PVE with the way I've built my character. Alternatives would be Thief, Apprentice, or Ritual for PVE. As far as race goes, I am a Breton but I think Altmer would work really well here too. For PVP I think Dunmer would be an intriguing option.
I hope this helps. I do go into more detail in this video and my previous ones talking about specific skill choices and possible replacements and other useful skills to have leveled just in case.
