In the PTS, There is currently dueling and I tried it and I love it
however, there is 1 thing I may recommend trying on adding to dueling
The ultimates can be very strong and right at the beginning a play can have one, the other may not have one.
I dueled a Magicka Sorcerer and when using the two handed ultimate as the duel started, I rushed in and knocked her back quick and used ult and it killed instantly.
Now my suggestion is to when a duel is accept, both players ultimates would be completely wiped. fresh. so it can be a fair fight from the start.
Is there any fairness in pvp fights, when it comes to use normal abilities, not exploits and make fight between different classes? First come first served killedso it can be a fair fight from the start.

Without this mechanic players must agree not to do these things of their own accord and that can honestly be broken at any given time by some dishonorable scumbag lol

Not a bad idea. Have a duel option on the social wheel, and underneath it an option that says "Special Duel". Then an U.I. similar to the trading one would appear with options to check off such as: No CP, Start with zero ultimate, No Poisons/Enchants, 5 minute time limit, disable potions, etc.
I am sorry , but all the suggestions in this thread are extremely confusing to me. You guys are asking to have some of the tools in your arsenal, disabled in a dueling environment , but i honestly do not see the logic behind it at all.
Ultimates seem to be the thing that everyone frowns at and to be honest , this does not make sense at all, i mean , duels are supposed to help you get better with your class and try to create strategies for different encounters in a pvp environgment , but without 1 of the skills that is always used there , what is the point ?
The best solution for everyone to be happy would be to provide X amount of ultimate to both players at the start of the duel, if they do not have enough a use.
The rest of the rules , like no use of pots , or poisons or whatever , is an agreement between the 2 players before the duel begins. I mean really we don't need a system implemented to have such a thing and if you notice that the other person does not respect the rules set before the engagement started , you simply quit and never duel with that guy again.
I mean , no other system from the other MMOs , like WOW , SWTOR , AION and so on , ever had restriction features.
What you are asking is for the devs to waste time on implementing so features in a system that can be managed super easily by the players , so i say just NO.
From my point of view at least , the only valid concern here is to have an Ulti refill at the start of a duel so both guys can start out with everything at the ready , but that is it , ultimates are a mechanic that you need to fight against in pvp , so it MUST NOT be restricted in duels.
As a last thought , i play a mage NB in pvp and sometimes mage sorc as well, so this isn't coming from a guy that would defend the powerful 2H ulti thing from the PTS , just wanted to make that clear
