It's the "additional help options" on the Support part of the main ESO website. It'll ask you to log in at that point, then there'll be a place to ask for support via email.
There will likely be at least 1 robo reply to your ticket. Just keep responding to it until a human that can help responds.
This happened to me. Submit a ticket ASAP, but they won't respond till tomorrow. I don't think they're open weekends. I submitted one every morning until I got what I needed. They do follow through.
