If you're a lower level (below 160) don't expect awesome drops, and if you do they'll be your level. A lot of the best gear is crafted sets, and a lot of the best non-craftable gear (monster sets, trial drops) come from harder content that you usually need to run dozens of times.
But if you need to make money do what I stated above. Seriously, you can easily make 50-100k a day. Easily.

My character is woefully underequipped. The fundamental reason is that there is NO LOOT. Almsot EVERYTHING I loot is worthless, 0 gold, no crafting xp or materials from deconstruction. That the character is so poorly equipped makes doing ANYTHING far more difficult. I won't even TRY the group dungeons, because I know I can't compete or contribute significantly.
It's really disheartening and frustrating.
I warned the devs way back in 2014 when they first did this, that it would hurt the game. It's STILL hurting the game. It's become very hard to enjoy it anymore.
So, unless there's some other way to get an income for the character, this REALLY needs to be changed. Loot taken from enemies, at the VERY least, should always have value. Loot taken from chests in dungeons and the like should ALSO always have value. Otherwise, what is that 0 value stuff even in the game for? It's just using up memory space for no reason.
I know some might not believe me, but this is a pretty serious issue.

I can easily make 100k/day if not more. I don't think he did a typo.

Not sure if this is entirely relevant to what your complaint is, but itemization and gear drops in general will be overhauled with the launch of One Tamriel in the next month or so. If you have some time, head over to the PTS patch notes and read them over for the details, but the general idea is that all dropped gear pieces will be set items which will allow people to put together builds much more quickly.
