What the hell would "an extra copy of Imperial City" even be?
If you sub and you plan on continuing to sub, then there's obviously no need to buy the DLC pack. If you don't plan on continuing to sub, it's still cheaper than buying the DLCs individually even if you already own one of them. Also, if you already own one or more of them, it gives you a popup when you try to buy it warning you that you already own some of it and that you won't get a discount, so you can make your own informed decision about whether to buy it.
I don't see the problem. As a game gets older and gets to the point where there are a bunch of different DLCs available, it's pretty much inevitable that a special edition of it will be released that includes the base game and DLCs for a cheaper price than the price paid by anyone who bought them individually as they were released. You see that with all games that were successful enough to have DLC.
And why in the world would you be more upset because you bought the Imperial edition? You know that the Gold edition doesn't come with any of the extras of the Imperial edition right? The only things that come with it are a (different) horse, and the DLC pack. You don't get access to the Imperial race, you don't get to convert gear to the Imperial motif, you don't get the Imperial horse, you don't get the Pledge of Mara, and you don't get the mudcrab pet.
How is it a slap of insult? I agree that their dlc inclusion could have been different ( i.e. 4 dlcs of your choice with an option of prepaid future dlcs or something), but it's a start for dlc packs at all, which is better for new players than nothing.
Not sure why imperial edition would make you feel any more extra upset though.

Relax, okay, i'm just comparing the prices as i'm very concern about it. Thats why i'm asking you guys, my ESO Plus membership are going to end in 47 days, by then i won't be subscribing anymore ( i didn't mention that on the post sorry ) and the crown that i get from the Plus membership extras i use it to buy imperial city. So my question is should i buy the mega packs or buy it separately?
