One Tamriel and Gold/Silver Zones

What is going to happen to Cadwell's quest once One Tamriel drops? I thought Meridia is supposed to send you to experience each faction as if you started there. But with One Tamriel, that seems obsolete.

    It will probably still happen. Caldwell's quests are really just the Main Quests for the Zones. I have even done those before meeting up with Molag Bal. So, in my case, I just talked to Caldwell a few times after my meeting with Mr. Bal
    Enjoy the game, life is what you really want to be worried about.

    They are going to be replaced with a different system that will still involve Cadwell giving quests.
