If they are unused game codes I don't see why it would . The only rule I have seen that touches on this is account sharing . If the codes were never activated it's not sharing .

It's a grey area for sure. You are selling (in a way) something that is worth real money for gold. It could cause a lot of unneeded trouble.

    well my

well my thoughts are and this is the grey area ... buying ingame gold for real life cash is against the tos

this altho it is not cash it is still as real life value attached to the item ... however if my guild over it up as a prize in a raffle it shouldnt imo break the tos ...

i have seen guilds do this with game time cards for eso and also eso crowns cards ....

so my thought is offering them as a prize in a raffle shouldnt breach tos

however trading them in an inguild auction would ....

this is why ive asked for clarification befor i go ahead and mention it to the guild masters

Well, I think this would be more like gifting. Your gifting the codes to someone else. As long as you bought it by legal means this should not be a problem. But if you did it with a stolen credit card or bought the codes from a site that was using stolen credit cards to buy the codes then they will make the codes useless. They are I think going to allow folks to gift crowns to other players. From what I know some time in the future. You should be fine so long as you legally payed for it.
It might possibly be against the Tos but if steam is fine with it then they might be fine with it. So long as Zenimax and steam got the money. I would go talk with customer support and ask them about this since they might know. Now selling the codes for gold I am not sure about this. That might be against the tos. But giving them away for free after you bought the codes I think they allow. This is why you have to go to customer support, or have a dev answer this post.

If youre giving them away then youre gifting and thats okay.

If youre expecting ingame gold in return for these codes then youre selling them and that isnt okay.

Virtual Currency may be obtained in one or more ways depending on the type of Virtual Currency and the Service or Services associated with that Virtual Currency, including without limitation Virtual Currency that may be obtained through purchase with real currency, in-Game actions or achievements, as a part of membership benefits, or otherwise. ZeniMax may, from time to time and in its sole discretion, grant Virtual Currency to Users of one or more Services as a gesture of goodwill or in connection with promotions, memberships, competitions, or sweepstakes organized by ZeniMax. All Virtual Currency that is purchased with real currency, either alone or together with other Services or access to Services (including without limitation payment for memberships), shall be referred to as "Purchased Virtual Currency." All Virtual Currency that is not Purchased Virtual Currency shall be referred to as "Complimentary Virtual Currency."

From the terms of service. Not sure if bolded part applies but it seems it does. Not sure how they would catch it unless you of course make a thread about it.
