YES! If you do a search you'll find it is a relatively common occurence. Strangely it seems to happen more on certain characters (my magicka Sorc) than with others and only in vMA. I've been grinding a few characters in nMA and performance has always been flawless there.

I've tried a bunch of things on my computer/system to try and improve it but the lag/latency seems to be mostly server side. It's like the scene I'm seeing on my screen is often a half second behind what is actually happening. It also seems to be worse during "prime time": evenings in the EST and on weekends. Last weekend it was so bad I couldn't get past stage 5 and last night it was the same thing. I eventually got to stage 7 last night but it was so bad I just quit for the night and finished it with no problems this morning.

For the reference of things that I've tried:
    • Disable unneeded add-ons (helps a little depending on which ones you use)
    • Close all other Window applications (helps a little depending on what you run)
    • Restart the client (helps for a bit but you risk losing your place in vMA)
    • Set ESO's CPU affinity and thread priority
    • Reloading the UI
    • Change from a 2.4GHz to a 5GHz wireless (helps download speed a lot but no visible effect in the game)
    • Turn all visual settings to minimum (helps frame rate but not lag/latency very much)
    • Full screen vs windowed (no effect)

Also for reference here's some of the bugs I see when lag/latency get bad:
    • Can't weave/animation cancel easily or even at all.
    • Abilities actually begin to fire more slowly (for example Overload attacks every 1.3 seconds instead of every 1.0 second or less).
    • Bar swaps take several seconds to occur.
    • Abilities don't fire when you press the button, or take several button presses to fire.
    • Mobs aren't interrupted by bash or spells that normally interrupt casting (takes more than one attempt to actually interrupt them).
    • Mobs disappear entirely (you think Crematorial Guards are bad wait until you can't see them).
    • Get hit with AoEs despite being outside their displayed area.
    • AoEs show up and fire immediately with no time to actually get out of them.
    • Mob attack animations not showing.
    • Getting hit by multiple attacks all at once after a lag/latency spike (you can't do anything to avoid it, it just kills you).
    • Can't fire overload light attacks (the character just sits there waving their arms and nothing happens).
    • While overload light attacking my character suddenly stops and is surrounded by lightning. I think this is something to do with heavy overload attacks but I can't figure out why or how it happens.

VMA lag is insane, unplayable. Only thing worse is the lag in Cyrodiil which is beyond insane. ZOS doesn't seem te care or is incompetent te fix it.

Yes, I experience lag in the Maelstrom Arena. In fact, it's become normal for me to deal with lag in Maelstrom Arena. It's a very rare occurrence in which I'm working on completing VMA, and there is no noticible lag being experienced. However, most of the time it is barely manageable. As in the lag is right on the thin of being unbearable.

As for why there is lag in the Maelstrom Arena, I have no idea. It's a solo instance, and logic would dictate that lag shouldn't exist within it. And if there is lag, then it should be minimal at most. However, I am certain that anyone who's taken a shot at content in the Maelstrom Arena will report to you of noticeable lag being experienced.

I actually get more in the rest of Wrothgar then I do in vMA. Not that it's not there, but it's tolerable.
