Never Ending Load Screen Main Story

I keep getting the never ending load screen when zoning in and out of the Harborage Quest areas.
I tried repairing, turning off all addons, and rebooting computer several time, and still have this issue for over a week now.

Long loading screens can sometimes be caused by a connection issue with the game, and antivirus programs can sometimes be the cause of this issue.

Each antivirus program is different, and we recommend that you view the developer's website for full instructions on how to add exceptions.

You may need to restart your computers for the changes to take effect.

Did you even read what he has done already before replying with a generic response?

This is why people say customer support is terrible in ESO.

I ended up logging into another character, then logging back to the bugged one to fix the problem the last time.
