Are skillbar mods cheating?

Hello there, I have a question:
Are skillbar mods, that allow you to have essentially more than 2 skillbars (and more than 10 skills of course) considered cheating in PvE and PvP? I mean mods like AlphaGear and Wykkyd Outfitter, that allow you to hotswap different skillbars (and even armour sets) in battle.

Those addons do not let you swap skills and gear in battle, only out of combat.

Not possible to change gear at all while in combat

You can, however, change abilities if you haven't been hit (or damaged someone else) for about 10 seconds, even if you're still considered in combat.
