I will rephrase it for you: Do you expect ZOS to take any action against people using this set, even given your more than 2 years of experience with this game and its developers? If so, please share me some of that bliss!

That damage change was done the last patch. The old patch notes were just duplicated again.
I tested the set on the PTS. The proc rate is fixed, and the tooltip says it procs on all non-physical damage (which is how it appears to be on live). Damage is the same as live.
The Shock Damage is not affected by Tharmaturge on live, so it must just be a clarification. However, it does proc Skoria (as do a lot of non-DoTs).

Does this mean it is fixed now on live? Is the damage done as intended? Curious as i was thinking about testing it out.
