Craglorn questions

I'm playing Cadwell's silver now. Does Craglorn belong to Ebonheart Pact or Daggerfall Covenant storyline? Should I play this area during Cadwell's silver or gold? Enemies there are pretty tough even they are only CP110.

It doesn't belong to either. For now, it's really intended for groups only. It's going to get changed to more solo orientated when the new update comes out.
