In PvP, it will depend on how you're intending to play. Everyone is responsible for staying alive in PvP, and you can't just assume that your healer(s) will keep you up.

If you're playing solo or a very small group, then you'll need to ensure that you can heal yourself, get out of snares, remove debuffs - or escape from tough situations.

If you're playing in a group, then it will largely depend on your role and responsibilities. Many people just throw out "zergs are bad" / "don't zerg" etc, though they fail to consider the big picture and/or what exactly is needed to accomplish a particular goal. In order to fight a large group / number of opponents (say 20+ for the sake of this discussion) you're going to need at least a dozen GOOD players. More often than not, you'll need similar numbers in order to defeat your opponents. Some group leaders will accept anyone in the group, others will want to ensure that they have a good balance of healing, buffing, debuffing, cc, etc. so it will depend on who you're running with.

The general points in previous responses are good.. Run Impenetrable on your gear (as much as possible), and ensure that your build and play style has sufficient resource management to keep you killing opponents for at least a minute of sustained activities - or long enough to get in / get out.

    From the end on zergs:
The term zerging is used often by a lot of people to mean different things. It would be nice to have a shared definition of the term, so my proposal is: Zerg: A zerg is any set of people who run around in a group, organised or not, who mindlessly spam arbitrary skills. The mindless spamming of area skills, be they healing, damage, or cc are known to cause lag.

The term comes from the game Starcraft where the Zerg race of creatures was known for running giant groups of less-powerful group members and taking down opponents by sheer force of number (and not necessarily by skill or technique). By this definition you could have a small group zerging, or a giant group (such as multiple groups of 24) zerging as long as the opponents of the zerg are lesser in number than the zerg.

That raises the issue of what do you consider a small group of 8 people who have randoms (I use the term randoms instead of PUGs, as by definition PUG is a group) following them around? I have often run groups of 8-10 where less than one minute after starting something, there are over a dozen randoms who show up – or another organised group who show up! It would not be reasonable to require that every time other people show up that the group move away, as they would spend all their time running away from their own faction. Thus, you can be part of a zerg even if you or your group is not voluntarily zerging.

If someone calls you a member of the zerg, this is what they probably mean. As you progress in skill and technique, you’ll find that you probably prefer running in smaller groups, and will only organise or participate in large organised groups of groups when it’s absolutely required to fight a zerg from an opposing faction. Nobody likes zergs (with some exceptions of people who don’t know that it’s possible to be successful outside of one), though the game in its current state often requires that a very large group be used to fight another very large group.

in pve, you build for specialized roles. in particular, a support will try to provide as many buffs (aether, spellpower cure, horn, combat prayer, etc) as possible.
a dps will cut every single corner to achieve the best possible dps.
defence is not needed and covered by the group/tank/mechanics.
sustain is covered by support (drain, undaunted orbs, shards, dsa staff springs, repentance, etc)

in pvp, everybody has to watch his/her defence and resources. therefore all serious builds sacrifice top min/max damage for these things. apart from that, you also need to dodge/break free much, much more.
finally, you also need to protect against burst. a larger hp pool is almost useless in pve, but really important in pvp

PvP generally requires that you build with a reasonable amount of critical resistance and HP (for me at least 2.5k impen and 25k health with enough stamina regen to break free every 5 seconds.

As for skills, PvP requires more self healing and utility/escape and more single target burst damage. AoE is great too but small ground-based effects that are awesome in PvE are mostly useless in PvP (Lightning Flood, Wall of Elements, etc).

    - wear Impen in Cyrodiil
    - you'll need stamina management to break free, dodge roll, etc.
    - purple food, tri-pots and tri-glyphs are your friend
    - magic builds: Vicious Death is bueno
    - stam builds: Dawn breaker is bueno
    - zerging is no bueno
