Is TBS Always BiS for Damage Dealing?

After looking over a few sets of gear, I've been wondering if Twice-Born Star is ever outclassed for the damage dealer role in end-game content. In terms of body pieces (chest, arms, waist, legs, and feet) that is. Sets like Scathing Mage are wonderful, as well as the Viper's Sting set. Silks of the Sun and sets like Nightmother's Gaze. But, when it comes to handling challenging content — do these misc. sets ever truly outshine the benefits that Twice-Born Star give? Especially when jewelry pieces being either 1 of the "Minor Slayer sets", or something along the lines of the Agility set and Willpower set — with say an undaunted monster set for the head and shoulders.

✭✭✭✭✭Scathing Mage, Necropotence, Elegance for magicka as well as Night Mother's Gaze and Sunderflame for stamina are better for damage dealing solo and in most 4-man. The Magicka sets can be better than TBS depending on build as for stamina, NMG and Sunderflame is still better if no else in the group is wearing them.1 -

✭✭✭✭As a crafter, I have to say that the amount of times I've been requested to make TBS gear is starting to rise and it's actually quite annoying. The only differences I get in the orders are the weight, either light or medium. Totalitarian✭✭✭✭✭So long as you're in the optimal raid setup (high Aggressive Warhorn + Minor Force uptime), alongside the optimal armor debuffs on enemies, and run all the buffs you need, TBS tends to outperform most sets (note how it requires two group members to be running Sunderflame + Night Mother's Gaze).
If you aren't in that perfect raid setup, then you'll probably do better with your standard 5 piece Julianos/Hundings, 2 Piece monster set, 3 Willpower/Agility, and vMA/Master Weapons, where you get really high stats in exchange for the high crit damage and chance in that perfect raid setting.
That being said, TBS is still decent outside of that optimal raid setting.PC NA CP 531+
