New Character Question

I have not made a new character since the change away from vet ranks to the new CP standard. What happens with the Silver and Gold quests? Are the areas essentially still leveled to VR 1-16? That would make me way over powered for any area other than the last few. How do other players handle that? Should I just wait until One Tamriel?

Silver zones are CR 40-150 and Gold zones CR160. Nothing will ever go beyond CR160 until they raise that to like CR180 for gear and stuff.Guildmaster of Power With Numbers in PS4 NA Server's Aldmeri Dominion.
