There is NO cost on using wayshrines.
Recalling to a wayshrine while not being near enough to use one does cost. If you're getting a gold cost to use a wayshrine, try going a lot closer until you get the prompt to use it.

Any form of instant teleportation makes the world seem smaller. The fee is a small way to counteract that.

Probably so that players have to explore a little more outside of just discovering wayshrines.
