Sorry to break it to you but nothing will stop the RNG Gambling Boxes. More people will buy the crud out of them than people like me who will stop spending $ out of the principle... I have no faith in humanity.

Quick question! When the PTS natch potes arrive, will all of the new sets and their effects be posted inside? (or will players have to check in-game to see them all)

I doubt there will be new sets added. Will definitely be more older sets being updated though

There are 30 new sets in One Tamriel and 17 new Monster Helm/Shoulder sets.

They will be provided in-game in loot containers but will not be listed in the patch notes.

As @Dominoid said there are 30 new sets, 17 new Undaunted sets and 15 moved/reworked sets.
