Somewhere, I read that the 'Vice Cannon' set is accessible via Tel Var Stones in IC. When I look there I do not see it.... is the set a RNG drop from the box/chest you get from the Tel Var vendors? Just looking for confirmation on where/how to acquire it.

✭✭If you have a lot of Tel Var Stones, say 50K+, play the RNG lotto game and buy the 160cp purple boxes from the vendor in IC. don't waste time the 150cp blue boxes. I was able to put together 2 VC sets plus I had a few extra pieces that I sold for good gold on the guild vendor.
