Depends on the role you are playing. 14K is not bad for base health. The others reach 20K with food and maybe some points in health. But if you play DD you don't need any health enchants or points in health as 18K is plenty and you usually reach that high just with food and some set bonuses. You should use CP 150 blue health & stamina food, like braised rabbit with spring vegetables. When you level undaunted skills you can get the mettle perk and mix armor types - heavy chest, light waist, everything else medium - for even more health, magicka and stamina. Heavy armor has one perk that gives you 1% health for piece equipped. So it's not difficult to stack health points even without health glyphs. I tank and I have all 64 points in stamina and tri-glyph enchants on all gear on my tanking armor but only stamina on the DD armor.
