Does anyone know at which location this set could be found?
It seems you're able to buy it from Tel Var Vendors, but I'm unable to find this set at the 2 vendors in IC.

You can find it inside your Imperial City base tel var vendor. It comes with RNG boxes. Good luck getting the pieces you need. 4000 tel var for 1 V16 box.

Ah. I didn't know what RNG means

I knew what it stands for, but not the exact translation.
What I mean is, that it's random what kind of armor drops (light, medium, heavy) and it can also be a random weaponsand all that with all the available traits. So there there is a 1 to 100 chance (probably even worse) to get the piece you need. I once spent over 2 million tel var to get my sharpened lightning staff.

It was pretty easy to get this set in 1 day, 20k Tel Vars is not that much.
