One Tamriel arrives with Update 12 on the PTS early next week and live this October, and ESO will never be the same. With One Tamriel, the game content in ESO will no longer be gated by your character's level. Right out of the tutorial you'll have the freedom to go anywhere in Tamriel and play any content, in any order, just like other Elder Scrolls games. Our unique battle-leveling system will automatically scale and balance your character to the content, no matter where you go!

Failure is the condiment that gives success its flavor.

Remember the first clear of vet maw a few months ago?
https://www.youtube.com/watch?v=lgUTZztlKLQ

Just watching that felt cool. Sweet success after so many wipes.

Remember the first time you entered a delve, and the first time you then succeeded at it?

How about your first undaunted pledge, did the bosses in there give you vitamins so you could hit hard enough to defeat them?

Look again at what I bolded in the zos announcement.

Better start getting prepared to see the group finder pair you with level 9 characters to run vet white gold tower - because the game will boost them up to your level. Tanks better start getting ready to catch grief from level 9 dps that only spam wrecking blow because that's the only skill they have. Healers had better start accepting that they must use shards because 'battle leveled' characters will not have the skill points invested in cost reduction passives.

Get ready everyone, for the characters who think they can handle imperial prison / banished cells / fungal grotto just because the game scales them up.

This is not how one tamriel is going to work.

It's going to work like every elder scrolls game beforehand. If I'm an EP character, say level 8, and head to glenumbra I won't be say scaled to say cp50. Glenumbra will be a level 8 zone for me.

Dunno how group finder will work tho, maybe it will still battle level everyone.

Not hard to understand the concept, if ya just think bout it...

Well, not every TES. Many around here would argue that the titles with less level scaling are better games for it.

It's very hard to say how this is going to affect the balance, or the impression of challenge throughout the game. As far as I can tell it will mostly only have an affect on the open world, which is already mostly easy to begin with so... eh?

You're not entirely right. What will happen is that all zones will scale anyone that is not CP160 to CP150 that way you can complete any content in any order in any zone if you wish to do that. Think of the Battle levelling that is already in place for Cyrodiil, Orsinium, Hew's Bane and Gold Coast taken to the global level.

Doing a vet dungeon with low level people feels like the old days of dungeons when I was V10.

Doing them with a bunch of CP 300+ People is very similar to fishing but with better loot

Man, if you're using failure as a condiment, you're making some weird as hell burgers.

I have tanked a successful run of imperial city prison with a healer that was level 10. No kidding. The battle level does it's work.

Uhh we already have scaling for dungeons. That is nothing new. You can PUG with low levels already.

And the scaling will be applied everywhere. Not just dungeons, but the instant you step out of the prison.

And thats going to make all the zones c160 or some such, since everyone is going to be mixing together. A level 5 DC and a level 5 AD talking in glenumbra will both be scaled up. They could both go over to the alik'r desert and kill scorpions with the cast-off greats words they got from the coldharbour prison, because they will be scaled up.

"Scale and balance your character to the content, no matter where you go!"

This is the ultimate nerf. People whine about the game being too hard, and at some point zos simply can't bring the difficulty down to everyone's individual level so they will individually artificially boost everyone up instead.
