Cannot log into the game

Since approximately 10:30am EDT I have been unable to log into the game.
I get past the screen when you enter userid and password and make it to the character selection screen.
Once I select a character (I've tried all 8) I get the "Logging In, Requesting character load" message and it sits and spins.
It isn't my ISP as I've tried multiple websites and watched videos - the only known problem is trying to play ESO. After a few minutes it disconnects me due to inactivity.
I would love to submit an in-game ticket - unfortunately I can't even get that far.
